The most important component of the educational system is supervision; the level of effectiveness of learning is strongly influenced by the quality of educational supervision provided by supervisors (teachers / principals). Supervision activities must allow supervisors to be self-sufficient in their personal and professional development. In essence, supervisors must gain autonomy in conducting supervision, with an emphasis on the supervisor's personal and professional development. As a result, the supervisor is able to recognize himself and his potential, strengths, limitations, and obstacles, and reflect on them as a development strategy. Without evaluation, supervision activities are both incomplete and successful. Evaluation seeks to quantify success, increase effectiveness, assess impact, and plan for future improvements. This article was written using the literature review method, which involves gathering and selecting articles, observing and analyzing them, and presenting the findings. The following conclusions can be drawn from the discussion in this article: 1) Independence in supervising is critical for supervisors' self-development and professionalism2) Independence in carrying out educational supervision has implications for increasing evaluation effectiveness and success; 3) Freedom of learning policy have an effect on and have implications for supervision and evaluation implementation. education evaluation, 4) The policy implications of freedom of learning are manifested in the planning, implementation, and evaluation of supervision and evaluation. The following recommendations are made: the supervisor always monitors the development of the freedom of learning policy, which has an increasing number of episodes.
